He is wrong. Many of the Tech CEOs are pleading for Congress to implement guardrails and regulations. There is simply a problem where the fear is if it is limited then other adversary nations, ie China, Russia, Iran, North Korea, will leapfrog ahead. The 21st century will be defined by which Nation has the superior AI and that is a race where the US, the genuine leader of the Free and Democratic world cannot lose, even to Europe.
