You cannot guarantee AI will be safe. There will always be rogue agents or rogue countries who want it all.
It will end up that the only way to stop AI will be to shut down the internet. And, right now, maybe that's not a bad idea. It has gone too far already. We already cannot live a day of our lives without the Internet so we have already gone too far.
As a simple person living a simple life as offline as I can, I cannot live offline 100%. It already controls our lives.
