Well, if you are not contributing to economy, and only use AI meaning you only take, and never give.
We have something similar call foreign company.
They hired foreign staff, so your country would received any benefit, what do we do with those sort of company?
More tax, less marketing, limited input, etc, a lot actually.
So yeah, it fall under the jurisdiction of the ministry of commerce to judge how benefitual it is for such company to exist.
And if your local government are not corrupt, it not that hard
