I am a data scientist and know much about how predictive algorithms function. What I will say is that even now we have no algorithms that can predict when or where or who will commit crimes. You need information that requires a warrant to predict that sort of thing. But the catch is that police can't obtain warrants like that. So their algorithms are always going to perform poorly.
