OpenAI was ostensibly founded based on that notion, but in reality this was never the plan. Much like Google was founded with the don't be evil slogan, but that got dropped. This is the inevitable and pre-planned cycle of shittification. You release a platform with many aspirational messages and you go above and beyond to hook your users into the platform by doing things for free or delivering excellent results. Then you get a user base, and you start doing silly shit in order to monetise the above.
So basically OpenAI is hooking as many people as it can to use the tech, so that corporations that are populated by those folks will inevitably turn to OpenAI.
If anything, it is sinister.
Regarding all other aspects of cheating, lying, or gaming the system: People will inevitably deliver perverse results or behaviour as long as the metrics are perverse.
