What in the world is an “AI Whistleblower?” The video sounds like something from a socialist mindset. If not the experts in a field, who is going to guide AI direction? Some government clerk with a 4th grade understanding of technology?
AI may well get away from us, once it starts unsupervised builds and self-improvement processes. But you are clearly coming from a politics/political perspective, and that offers no solution at all.
