Anybody who thinks a computer programme is sentient needs to understand the Chinese room analogy. Also, passing the Turing test is NOT a test of sentience - it's a test of mimicking a human being's responses to questions (which is all that the current chatbots do).
The danger of AI systems is not in them developing wills of their own, it's them being used to spread disinformation automatically, among other things.
