Intelligence and consciousness are emergent properties, there's is nothing intelligent or conscious about any of the atoms which make up my brain. But in combination, consciousness emerges, as does intelligence. with time, experience and knowledge this gives me understanding and capability

I don't see how a machine of sufficient complexity cannot achieve the same.
To imagine a theoretical machine or program which perfectly models the structures of a brain and perfectly simulates it's operation is to imagine artificial general intelligence. I don't know of any law of physics which would prohibit that, however resouce limited we may be to achieve this at this time.
And perhaps current AI is not intelligent or conscious, but it is capable and becoming more so.
Eventually we will ask ourselves... If it looks like a duck, walks like a duck and quacks like a duck, the chances are...
