I personally know how expensive getting plumbing done is. Had to get my water line repaired, it was not cheap and AI would not be able to dig, find, and repair the line. I disagree about big countries having an advantage with AI to attack. Ukraine has shown that little countries can hold off bigger countries with drones and applying AI to the battlefield. Big countries with big weapon systems are now vulnerable to inexpensive AI bots.
