He's terribly confused and confusing. If you can't explain something in clear, inelligible language, then you don't know what you're talking about. He's trying to explain consciousness as such, which is just as impossible as explaining existence as such.
Both existence and consciousness are self-evident axioms. You observe consciousness directly by self-reflection, then infer it in others who are like you. A.I. is not like you, it is merely mimicking you.
