I'm not a fan of data centers but jump from 97 DB to 140 DB is actually huge. It's a logarithmic scale so every 3 DB increase is double the loudness. Volume also falls off as the square of the distance, so even if it's loud at the edge of the building 50 yards away it could be less than conversational level.
