The only possible way for that to happen is for us as humans to actually know what consciousness is. Until we are able to test and undertsand what it means and everything that goes with it well then we will never be able to implement that into AI unless AI somehow figures it out magically by itself by basically learning and understanding and creating that possibility without human input since in reality AI is unable to do any of that nor is it able to go beyond the data that humans have unless it was conscious which puts us into a never ending possibly impossible loop.
