It feels to me that most of the "poorly thought out" support for freely using other artist's work is coming from "kids" (I mean that from a maturity perspective, not age) who don't really understand how the world works. Using an artists name in an AI prompt is cheezy and low class. Use a style (impressionist) or a concept (retro) - but stay away from a specific artists work.
