Therefore, your session would have no knowledge of the other bromide interaction until it decided to search the internet and discover the specific case. But also, given that it's instructed to be helpful and avoid causing harm, and its (likely reinforced) understanding that bromide is not a substitute for chloride, it's understandable why it would reject the idea that it would ever make such a suggestion.
