Define a "unit of intelligence" (e.g. number of trainable parameters in a network), then tax businesses based on how many intelligence units they consume to fund UBI. Two things happen: we start making intelligence more efficient (to reduce the tax burden, power consumption, etc) and we have a steady flow of income from consumers who are using the services these businesses offer.
