They don't have to be fully autonomous. They just have to be better than human drivers.
They are approaching the point where the class of errors they make is very similar to the class of errors humans make but at lower rates.
A friend of mine is finally considering a self driving car after he drove into a mailbox when he lost focus while driving.
Large percentage of people driving on the road are in a driving trance. As a result they tailgate, they automatically speed up and slow down when people try to pass them, and their reaction speed is much lower than normal.
