Penrose is the big BOZZ. He knows. AI is and will be by its architecture and principles (since it is deterministic and lacks the quantum state chaos) a glorified hyper calculator. However if somehow a reliable stable state quantum computer can be built someday with very advanced dynamic algorithm set and sensors, it can become conscious I believe.
