I don’t agree with the culture of deep fakes, but looking at the full picture… enforcing laws to prevent it will ultimately cause more harm than good and would jeopardize the first amendment. All methods of effectively stopping and preventing it would be unconstitutional. I believe that people who create the content, if found, should absolutely be punished. But we know that most of those people won’t be found, so the only way to prevent it is by utilizing methods that would be too intrusive and broad to be sustainable.
I imagine that being a victim of deep fakes is very upsetting, but at the end of the day, it isn’t you. It only really matters if you’re being accused of a crime.
