Based on the crash footage I can bet that wast majority of drivers wouldn’t react to the obstacle in time purely due to poor visibility. So the main person to blame is truck driver who should’ve highlighted the spot properly. On the other hand Tesla autopilot shouldn’t have allowed that unreasonable speed just because of poor visibility
