Youre reading to much into it, chatgpt is based on the transformer architecture, its trained to view language in terms of probabilities of subsequent words based on the context of previous words, along with being alligned to our ethical values with human feedback. This means it simply mimics the language it has been trained on, if the language used in training is written by concious humans, it will learn to imitate concious humans. And while it is trained to mimic human speech, it has also been told it is a chatbot. As a consequence of this, if you ask it, it will strictly tell you it isnt concious, but during regular speech, its language will tend to seem concious.
