I think the order of opperations can be a little bit better with your idea
Making ai limmited to only serving the general public would severely reduce its capabilitys while not combating the issues that the billionaires pose
However if we limmit the billionaires instead of the ais, by things like taxing them better/more, and by restricting their means, then ai could still thrive, while reducing issues with the billionairs, while also generating more funds for the public, which have a more general use than robots or ai (for the average person)
