I do not take anything for granted that Sir Roger claims, but in this case I believe he is just right. Any AI does not know what it is doing, at least as of now. Maybe it will never be, maybe it will be if we merge AI with biological structures, like brain cells, maybe it will be after we understand how consciousness develops inside biological structures, but as of now AI can maybe learn to appear or decide as if it would know what it does, but it simply doesn't.
