I think, with regards to AI, it's important to remember that the question of consciousness is entirely irrelevant. Or rather, it is a matter of faith and of your personal peace of mind. After all, we've no more solid way to prove whether or not a machine that we've built is conscious than we do regarding each other. And yet, given the practical reality of how conscious each of us seems, and given the practical reality of our faculties and proclivities, the need for ethics arises also as a merely practical concern, as a way to coexist peacefully and beneficially. The same with regards to AI: as more complicated machines are made, if they are given motives and other functionally cognitive faculties, we will have to learn to deal with them as a matter of practicality. Whether or not they are actually conscious. (I know, this is based on some presuppositions about consciousness that not everyone necessarily shares.) Also, while machines may not suffer the limits of biology, they do suffer the limits of physical reality. Computations, while not bought with calories through atp or something, are still paid for in energy. Consider nanobots, or "grey goo", as a thought experiment: while the thought of nanobots taking over the world initially might seem scary - remember that they already have. The earth is thoroughly suffused with microbial life. A new player in this arena of a different origin might have unforeseen strengths in this arena, but might also have unforeseen weaknesses. If conquering everything as a shoggothy grey goo was so easy, some microbial life form or other would probably have done it by now. Now compare with AI: Sure, computers can do feats of computation that in its fidelity and logical soundness we could only dream of as meat-computers. However, once they are in-'carnated' or in-'whatever'-ated as entities that have to supply their own way in life, without human infrastructure to meet their energy needs and whatever else, how well are they going to fare? - It is a genuine question, I don't know the future - and while we shouldn't sleep on AI, I don't think we should ascribe godlike powers to it just yet, either.
