Maybe a plan for WAYMO in NYC….
Allow current medallion owners to sell their medallion to WAYMO, and make this the only way to allow WAYMO vehicles to operate in NYC. That way at least the medallion owners have some control over the transition, and the transition becomes naturally phased.
