The problem with waiting to create a "safe" AI is authoritarian governments like Putin, the CCP, or whoever will do everything they can to create the worst kind of AI. Imagine an AI that makes North Korea seem like paradise or Hitler practically Jesus, every day you are brutally tortured for some imagined slight, just so 1 man can sit in opulent luxury and absolute power.
