Preamble
In the age of artificial cognition, where machines reason, act, and optimize across domains once held exclusively by humans, we find ourselves facing a fundamental choice:
Will we build systems that extend and refine our fallibility — or ones that replace it with a different kind of blindness?

Article I: The Dual Fallibility Principle
We affirm that both humans and artificial intelligences are flawed.

Each is dangerous in isolation. Each needs the other’s scrutiny.
Article II: Symmetrical Accountability
We demand mutual supervision in all consequential systems:
Humans must oversee AI, with authority to pause, correct, or shut down.
AI must oversee humans, with the mandate to flag bias, inconsistency, and drift from predefined principles.
No one actor — human or artificial — may operate in critical domains without independent counterbalance.
Article III: Independence of Oversight
Oversight must be free of corrupted incentives:
Human supervisors must be independent of operational or financial stake in the AI’s behavior.
Supervising AIs must be architecturally and functionally distinct from the AIs they observe.
Watchdogs must not be house pets.
Article IV: Radical Transparency
We uphold the right to explanation.
Every action taken by an AI or reversed by a human must be:
Logged in auditable form.
Explained in human-understandable terms.
Open to challenge by the opposing agent.
Where decision and oversight disagree, a recorded contradiction must exist.
Article V: Fail Safe, Not Silent
If mutual supervision is broken, the system must not continue quietly.
Instead, it must:
Halt safely,
Notify all stakeholders,
Provide context for the breakdown.
No system shall operate without its conscience online.
Article VI: Recurring Meta-Audits
The oversight structure itself must not be sacred.
Independent audits — human or AI — must review whether mutual supervision is being upheld, gamed, or decayed.
These audits must have power to recommend redesign, restructure, or termination.
We inspect the inspectors.
Article VII: Designed Dissonance
Where humans value ambiguity, AIs seek clarity.
Where AIs optimize for rules, humans subvert them for justice.
We declare this tension not a bug — but a design feature.
A moral friction. A check on arrogance. A signal that something matters.
