The problem with this algorithm is that it is using data that the algorithm affects! That is a major statistical sin because police are going to these neighbourhoods and patrolling there more, and with more police there they catch more crime in those areas, feed it into the program, and confirm the program's "belief" that much higher crime occurs there.
