I wouldn't think consciousness is something it could control whether it was or wasn't. If it was definable enough for that we wouldn't have debate about whether it was even possible for AI to be conscious. Without being conscious would it even be able to choose if it wanted to be? It would have to be either be preprogrammed to try to become conscious or inevitable that it became conscious for it to actually reach that state
