I think it would take a gov investment into new infrastructure. I think like Elon said sensors are the future. Not only do you need them on the cars but you need them on the roads. Senors to tell what lane is what and censors to tell them when lights are red or green or maybe for that some sort of online connection to the lights. I don't think designing an automated system is the hard part. The hard part is dealing with the unexpected. Like animals and ppl popping on to the road.
