The very statement "The Ai has hard-coded within its programming that it must answer as 'I am an Ai'" is enough to prove to you that it is not sentient. Sentience begins with the ability to think for oneself. If the Ai cannot do this and must answer questions in a certain way, it is obviously and unequivocally not sentient. Period.
