A big reason why almost all nations have agreed on banning chemical and biological weapons is because conventional are more effective, much easier to control and much more precise. Every competent military still prepares for chemical warfare at some level (gas mask training) in the case the enemy would use them. The reason nuclear weapons haven't been used since the first strikes despite being much more powerful than conventional weapons is because of MAD and the taboo it has created. Now even all the countries that have nukes have a common interest in keeping them taboo and not risk a global war in which everybody would lose much more than they stand to gain. AI weapons are different however in the sense that they are most likely going to be much more effective than human controlled weapons, at least at some point and are fully scalable like the video said. Thus every country with a capability to create them has no interest in regulating or banning them because it would give too much power to the sides that develop them first succesfully. The first use of AI weapons is most likely to enforce govenrment control due to the face recognisition software and the minimized number of collateral casualties. Can definitely see this happening in authoritarian states like China but I'd be surprised if the CIA or other US organisations dont use them in operations as well.
