Practically speaking, how does that line get drawn? What companies/services would be allowed to automate and which should not and who defines this.... The government? If one company doesn't automate, all of their competitors will still do it. It used to be someone's job to push the buttons in elevators until operation was automated so you just tap a button and go. It used to take hundreds of people to do the job of one large tractor. These are examples of how technology improved efficiency and reduced the need for people to do it. Self driving trucks are just another step in efficiency. So again, practically speaking, how does this line get drawn and how is it any different than all the other forms of automation over the years reducing the need for people?
This is where the discussion of universal basic income comes in. Put politics aside and look at how the concept could eliminate the concerns of automation. It would be a mess to implement and many people will hate it, but some form of something like that seems to be the only possible solution to the inevitable job losses from automation.
