Back in 2010 when i was writing for the Democratic Party, I pushed Congressman Sam Farr to introduce an "AI Bill of Rights" to try and get ahead of all of this, making the requirements for personhood under the law clear rather than leaving it to the tech industry to define. It was also meant to be a backdoor way redefine legal personhood to finally exclude corporations.
