Well, the cat is out of the bag.
The software that generates the images (Stable Diffusion) and the one that can "convert" any style (or subject) into a model used to paint (Dreambooth) - are all available to download and use locally. No jurisdiction can "erase" it now from all the computers of people that have already downloaded it.
Deviantart "DreamUp" makes little difference, really.
And, until now, a style could not be copyrighted.
Even in case of the most extreme scenario (banning AI), some people would just use AI and pretend the art to be "authentic" (AI could be used to determine if it was generated, but it would just lead to a game of cat-and-mouse).
A good consumer gaming laptop is everything one needs, to replicate some artist style.
So, there is no going back to the "old days". Even if many people will try...
