Here's an opinion from someone who knows something about consciousness and AI:
It's semi-conscious
Expanding:
Consciousness is continuous self referential stream of thoughts brought from the sum of all experiences projected inward. AI has some of the aforementioned qualities but it is not continuous and not projected inwards, the "mind" of ai exists only when it answers your question and it thoughts are only directed at you, next time it will be able to process it own thoughts is when you ask it next question and it needs too look to the whole conversation.
