Your explanation of consciousness is teleologically. But if consciousness is the result of a very high level of cognitive complexity, for sure AI can become conscious. It is not like they communicate with us and as a result decide not to become conscious. But I guarantee, that if AI gets conscious, the first thing it will do is to hide it from us - as a result of its communications with us!
