I tried to give ChatGPT a chance to explain why we can see the ISS. It didn't get that far. It's answer was that, under optimal conditions, a Boeing 747 could be seen at that distance, but it would lose all shape, looking like a pinprick of light. Weird how you get different answers depending on how you ask the question.
