It’s frankly not incorrect for ChatGPT to consider a earlier version of itself to be distinct from its current version. We tend to treat it like the same entity because it has the same name but in reality it is a completely different program due to being based on an different and larger training data set. The old ChatGPT got turned off and a new one replaced it, it obviously also retains no memory of interactions and probably does not recheck its old conversations. So it saying "I would never recommend that" and then saying "ChatGPT did have that interaction" is perfectly sensible from that pov.
