putting limits on ai is like putting limits on guns. Just because there is laws on the books does not mean the criminals will follow these laws. When it becomes fully regulated. It will be regulated to restrict civilian access compared to the access the governments and corporation will have. Why? Because they want the full control of ai themselves. Corporations and governments break laws all the time for advantage. What makes you think the criminal syndicates of the corporate and government world are not going to do whatever they want with ai? The most powerful ais are currently regulated for the power brokers and not the common man.
