Deepfakes being fake/virtual make it much more prolific than stuff like revenge porn which is actually real. I don't see how you can have laws to enforce it. Since the people don't even need to now each other, like with revenger porn, for example, if you are a Canadian you can't do anything about it if the deepfakes are originating from inside Russia. Its not like Russia and Canada are on good terms.
