Tort. Tort is why this will never really happen.
Some years ago (post-divorce) my only transportation was a plain white no-window cargo van. On numerous occasions in (insert big city whose name you know) I had various cars, a surprising number of which were older Mercedes sedans, change lanes at me or suddenly brake for no reason. On one occasion late at night a Mercedes with no brake lights pulled in front of me and skidded to a complete stop, sat for a moment, and drove off. We were the only cars on this 6-lane freeway at the time. This struck me as odd enough to do a little digging and find that a (russian) gand was running an insurance scam against commercial vehicles and my van looked like one.
Self-driving cars will 100% be the target of insurance fraud and no amount of dashcam and data outweighs a lawyer talking to a jury about an old lady injured by a corporation.
