The banana taped to the wall is art, because it's an emotional expression by a human. The thing being expressed may be obscure and bizarre, but really that's just subjective. Art isn't meant to be right or wrong, it's just an expression.
By total contrast, output generated by a machine running an algorithm is not any sort of expression, emotional or otherwise. Machines don't have opinions, they don't have preferences, they don't have a world view or desires, so they are incapable of expressing themselves. It doesn't matter if the input is the entire collection of all copyrighted material in the world, or a random number generator, the output cannot possibly be art, in the same way that a mountain is not art. That doesn't mean that the mountain isn't beautiful, but it's not art. It's the expression that makes it art, and inanimate objects are incapable of expression.
Opposing AI "art" is not Ludditsm, because AI "art" is not progress, it's a scam. It's plagiarism, copyright infringement, and false representation. It should be illegal, and hopefully it soon will be.
