AI models do not contain art, and does not copy art, any more than a human artist would 'copy' their lifetime of inspiration. Also, these datasets will always exist, and will always be used to create these models. The cat is out of the bag.
Restrictions will only shame and remove everyday artists power to use these AI art tools, and those who will abuse it will still abuse it. This has some parallels to when congress tried to ban cryptographic math.
