I agree, pay for the use of work used to train. There is one issue, and that's countries like China. You only have to look back at how they ignore copyright anyway. You only have to look at there car industry to see that they rip off western models and get away with it. They will, globally, train there AI without paying. Even if we (im in the UK btw) do the right thing.
