I think the idea of regulation or even banning AI, is assuming that if there is an agreement, everyone will follow the rules in the agreement. If everyone thinks there is another group that won’t follow the agreement it leaves 2 options.
1. You create the technology and are in control. Or another group will dominate you.
2. You create the technology that will end humanity, or another group will.
