Is there a actual technological difference between a robot that can "decide who" to target versus one who can "discern who has been" selected as Target? I think that's the same AI system technologically. The only difference is how we use it, I want weapons that can tell the difference between the target and the innocent, I want missiles that can't detonate next to school buses, I don't want robots picking the target on a high level, humans can still be responsible for that indefinitely.
