Consciousness does not require subconsciousness, the latter is more to do with the brain typically not having the bandwidth to process all the stimuli we pickup during our waking hours.
As for AI becoming conscious, what is typically meant is aelf-aware meaning it becomes aware of its own existence, develops its own sense of purpose, and becomes proactive autonomous.
To do that, the right combination of systems would need to be combined.
What we have now are essentially complex calculators that only respond to our inputs.
