The Citadel seems very much like a Silicon Valley/CIA and the Empire alike to the USA. The Citadel is making itself crucial to the Empire's expansion because of its weaponised technological advancements, but does have a separate ideological/teleological agenda, and a pure disdain for representatives of the Empire. Meanwhile, the Empire uses the Citadel capacities but remains suspicious towards it, and demands frequent demonstrations of infeodation (e.g. the Epiphany's parade).
