23:16 Its the similar argument for self-driving cars. Do you hold the manufacturer, owner, or regulator responsible? Do you narrow their scope of autonomous operation to *_ONLY_* situations & scenarios where all possible outcomes are accounted for, and outlier situations deemed acceptable (meaning everyone is willing to accept joint responsibility), it's not very flexible (hint-we already use in transport, they're called driverless trains).
