I feel like Roger is describing common sense. AI doesn't have common sense, it can't apply real world experience alongside logic to arrive at solutions, it can only use logic. It can never really understand a smell, a sensation etc, not like we do. Not even if it existed inside a robotic form, its experiences would be nothing like ours. We can understand rules because common sense and the feeling of comprehension enable it.
